There is a very clearly defined set of Regulations that have to be adhered to before one gets out of bed in the morning! When we start to talk about working in an area where there is HV electrical equipment the rules are complex interrelated and expensive to comply with. HSE law, E@W regs Electricity Supply Quality Regulations etc etc etc all have their own requirements These legal responsibilities insist on safe working practices and require the system operator to have safe systems of work. These are often deferred to the site safety rules which many companies openly admit are rough copies of safety rules provided by electricity network operators. Well, the truth is that these safety rules in REC's are always supported by many additional safety documents that cover the operations needed to manage a massively wide range of operational types of networks at many different voltages. The reality is that a typical HV network is very simple to operate and many of the safety rules are superfluous and can be greatly simplified as they just do not apply. Safety rules form an essential part of your network operational procedures but alone they can cause more problems than they solve. What is needed is the Phronesis Approach that looks at the problems and uses our experience in network operation to develop a range of procedures that fully define the operations needed on your network. We can work at any level from HSE / OFGEM level to the definition of the locking systems to be used for safety locks on your networks. |
